Michelle Moukios Named Highnote’s Chief Compliance Officer

Recognizing two years of building a compliance program that has scaled with Highnote’s hyper growth.

Highnote is proud to announce that Michelle Moukios has been promoted to Chief Compliance Officer. Michelle has led Highnote's compliance strategy since she joined in 2024, and this summer she took on leadership of Risk and Disputes. Bringing the three functions under one leader gives Highnote an integrated view of regulatory obligations and the cardholder experience.

Since joining Highnote, Michelle has shaped and scaled a compliance program that our bank partners and subscribers trust. Her team works closely with our sponsor banks, leads the money transmission licensing program for Highnote Payments and builds compliance into product design so subscribers can launch with confidence.

Michelle brings more than 15 years of legal, regulatory and compliance experience across fintech, payments and financial services. Before Highnote, she was Head of Enterprise Compliance at Marqeta and Chief Compliance Officer at Acorns, and she held legal and compliance roles at PIMCO. She is a licensed attorney and earned her J.D. from the University of Baltimore School of Law.

As CCO, Michelle oversees regulatory compliance, partner bank oversight and compliance operations across card issuing, acquiring, credit and embedded finance.
